The Moran City Council met in special session on Tuesday, August 18, 2009. Elected Officials Present: Phillip L. Merkel, Mayor; and Councilmembers Michael Holman, James Mueller, Warren Johnson, and Jerry Jackman.

Also present: Lori Evans, City Clerk

Utility Rates – The Council was presented with new data from Suzanne Lane of Westar showing the annual transmission charge to be $56,135.44. Monthly transmission charges calculate out to $4,677.95 per month. The Council reviewed various rate scenarios and meter charges and combinations of rates and meter charges to bring in sufficient revenue to pay the expected transmission charges. Councilmember Mueller moved to increase standard electric meter charge from $7.00 to $25.00 and all electric meter charge from $8.00 to $26.00 per month. He also moved that kWh rates increase .01 cents across the board and security light rental increase from $7.50 per month to $10.50 per month. Holman seconded the motion, motion passed with all approving.

Councilmember Mueller moved water meter charges be raised $1.00 per meter and use rates raise .25 cents per 1000 gallons from $4.75 to $5.00. Bulk water sales will rise from $4.75 per thousand gallons to $5.25. Johnson seconded the motion, motion passed with all approving.

Councilmember Mueller moved sewer services charges be raised 1.00 per service charge and use rates raise .07 cents per 1000 gallons to $2.20 per thousand gallons. Johnson seconded the motion, motion passed with all approving.

Westar Agreement – Councilmember Mueller moved the City sign a ten year agree ment and tariff with Westar for electric generation and transmission services. Holman seconded the motion, motion passed with all approving.

There being no further business to come before the Council, Councilmember Holman moved the meeting adjourn at 9:30 PM. Jackman seconded the motion, motion passed with unanimous approval.
