The Moran City Council met in special session on Monday, July 21, 2003. Mayor Phillip Merkel called the meeting to order at 6:05 PM. Councilmembers present were Mike Holman, Jerry Wallis, James Mueller, Warren Johnson, and Chryll Ginn. Also present were Shane Smith, Police Chief; Loretta Roberts, Ambulance Director; Lori Evans, City Clerk; Mike Stodgell, City Superintendent; and Terry Sercer of Diehl, Banwart, Bolton, Jarred, and Bledsloe Chartered.

2003 BUDGET PREPARATION - Terry Sercer - Mr. Sercer presented the pro-posed budget for fiscal year 2004. The proposed budget totaled $1,400,248.00 with a mill levy of 31.261. Mr. Sercer noted the mill levy has increased next year due to the loss of demand transfers from the State of Kansas and a low rate of return on investments. Mr. Sercer suggested the Council could consider transferring $25,000.00 from an enterprise fund to the general fund in lieu of increasing the mix levy. Discussion followed with Mayor Merkel suggesting the Council consider reducing the transfers to the Fire Equipment Reserve Fund from $15,000.00 to $10,000.00 for the year and transfer the difference to the general fund.

The Council agreed to restructure the transfers as discussed with Councilmember Muller moving to approve the budget as drafted with the proposed change in transfers. Ginn seconded the motion, motion passed with all approving.

BYRNE GRANT DONATION - Councilmember Wallis moved to approve sending a letter of commitment and drafting a check for $1,000.00 to the City of Iola as the City's share of the matching funds for the first year commitment to the Byrne Grant. The City will continue contributing matching funds each year as long as the City has available funds. Mueller seconded the motion with Holman and Johnson approving and Ginn opposed.

ADJOURNMENT - Councilmember Mueller moved the meeting adjourn at 7:25 PM. Johnson seconded the motion, motion passed with unanimous approval.
