The Moran City Council met in special session on Monday, July 13, 2009. Mayor Phillip Merkel called the meeting to order at 7:00 PM.

Elected Officials Present: Phillip L. Merkel, Mayor; James Mueller, Warren Johnson, Jerry Jackman, and James Cole, Councilmembers,

City Staff Present: Shane Smith, Police Chief; Lori Evans, City Clerk; Michael Stodgell, City Superintendent, and Phillip Jarred, City Accountant

2010 Budget Preparation – Phil Jarred noted the following factors were used in preparing the 2010 budget:
• Streets – 2009 personal services are up $3,000.00 compared to 2008
• Parks – 2009 personal services and commodities are up $2,000.00 compared to 2008
• Electric –sales are down $7,000.00 in the first half of 2009 compared to 2008, transfers are increasing and unencumbered cash is decreasing
• Water – sales are down $5,000.00 in the first half of 2009 compared to 2008, loan payment reduced to $8,019.00 as project cost were less than the original amount authorized by the loan

The Council discussed the trend of rising expenditure and lower revenues for the enterprise funds. Mr. Jarred noted one mill of taxes will bring in $1,562.00 while a rate increase of one percent to the electric fund will bring in over $4,000.00. Discussion followed and Councilmember Cole moved to publish the budget as prepared. Jackman seconded the motion, motion passed with all approving.

Fraud Risk Assessment – Clerk Evans presented two forms for the Council to consider adopting for City use. The first form is a cash register reconciliation form to tie cash receipts with daily deposits. The second form is a worker's compensation report of injury. Councilmember Johnson moved the City adopt the forms for use and that the form name and revision date be included in the form footers. Mueller seconded the motion, motion passed with all approving

There being no further business to come before the Council, Councilmember Johnson moved the meeting adjourn at 8:05 PM. Mueller seconded the motion, motion passed with unanimous approval.
